Leaking sleeves

I rebuilt the engine of my 2n recently and when I did, I had to use sleeve retainer because my tractor did not have sleeves in it and the bores were worn so the new sleeves would not fit tight. When I first started it, it ran better than ever for about 10 minutes. Then I got a lot of smoke out the oil fill tube, but none out the exhaust. I suspected blow by around the sleeves so I pulled off the head and I found when I blew on the fill tube I could feel air coming around the sleeves. I can't move the sleeves, they are very tight in there with the retaining compound. I tried to put some hylomar blue around the seam and put the head back on with a new gasket. Ran well for about a minute before losing compression and blowing smoke out the crankcase again. Does anyone have any suggestions for what I can do, other than tearing it back down and having it bored for the thick sleeves?

Did you have it bored out before the new sleeves?

With a requirement for interference fit in the thousands, the bores have to be just so in order for the new sleeves to seal. The bores will usually wear in a slightly oval shape over time. New round sleeves can't really seal in that situation.

Have you checked to see if remanufactured short blocks are avaiable? I'm not sure if the market is all that great for them but maybe someone is doing this work.

By example, here is a guy in the Cleveland OH area, claiming to do this work. Engine Rebuilds | Paul's Tractors (paulstractors.com) Might be worth an inquiry to see about costs and availability.
