Farmall H Wont run without half choke

Okay we finally got the tractor to stop dumping fuel out of the carb after running for a few seconds by replacing the float that had a hole in it. The problem we are having now is the tractor will not run without being half choked.(a little more or a little less it will just sputter out and die) It also wants to die if you try to increase the throttle. Took plugs out and they were pretty fouled and wet. Just so u guys know it is a freshly rebuilt engine a new magneto and a rebuilt carb. I honestly don't know if we are looking at a fuel delivery issue or a timing issue I'm relatively young and have always worked with the electronic diesels that are electronically timed and don't have air to fuel mixture issues so I'm at a loss.
I appreciate any advice y'all can give me!

Also, double check for any intake gasket leaks and be sure there are no open vacuum connections.

Do you have a manual to show how to time the Mag..?? If not, here's instructions copied from the I&T manual, that should at least eliminate that part. How far did you tear the carb. down..?? If you found sediment in the carbs. bowl, then I'd suspect the little cross drilled holes in the discharge nozzle need cleaned. Just spraying carb cleaner through it won't do it. It needs to be removed, and visually inspected. Hold it up to a bright light, and see if you can see through the holes. A wire plucked from a wire brush, or strand of wire from automotive type primary wire makes a good cleaner. Then flush with spray carb cleaner, and blow through it with compressed air.
