I have a 1998 Vanguard V-twin horizontal shaft that i'm using to repower a Bolens 1250. The oil filter sticks out 3" or so behind the back cover of the motor. I need to have that cover flat so I can bolt it to the mounting plate. My question is, can I turn the bracket that connects the filter to the block 180°?

I do not have one, but the answer depends on what the passages are under the filter mounting plate. If you remove the plate, and inspect, you might find the the design allows flow the same no matter in which direction the plate is mounted. If the flow flips, then you'd be flowing oil backwards through the filter, which I do not think would work well.
