Sounds like it needs a carb rebuild to address the needle and seat.

Is it an issue when running? Or only when it sits?
 
I am pretty sure you will have to remove the carburetor to check the needle. It will be up inside the float bowl.
 
Don't get discouraged. Does the float move up and down smoothly? With carb upside down, blow into the inlet and see if air goes thru. (Should not if needle is seating correctly.) Is this a gravity feed carb or is there a fuel pump? For it to be leaking that bad there has to be a substantial gap for the fuel to be coming thru. Can you get a carb rebuild kit?

In the meantime, make sure that the crankcase is not flooded with fuel. Don't want to ruin the engine. Did you rebuild with the piston and rings? Or did a shop?

Yeah float moves freely it has a fuel pump ile check petrol is not going into the crank Yeah i built it up myself someone sead check the oil ring is OK that could cause that problem

Tell us what model of Wheel Horse. Then we can identify the motor. Model number?

It's up a small holding i bought up Scotland im home in co Durham I'm at my witts end with it just bought a new carburettor see what happens when I put that on aliminate a few things

You don't say what your spec Number is. Why do you want a cam shaft, and what type? As per manual, there are 2. ACR Automatic Compression Release, or Automatic Spark Advance.
 
The camshaft breaking (if it has), won't cause gas to flood the carb. The float in the carb is responsible for controlling fuel flow into the carb.

It may cause some fuel to spray out, if the cam happens to break so the intake valve is held open, so the piston moving back and forth with pull air through the carb, then blow it back out with some gas in it, but the camshaft breaking is fairly unusual.

I would suggest doing more diagnosis prior to purchasing parts, such as checking valve clearances and seeing if the intake valve is just stuck open.
