Paul's first post about the valves has me wondering if you could get something on the remote ports and exercise the valves to which he's referring. Get some fluid flowing through and unstick them.

Again, not schooled on hydros, but just seems like an easy thing to try.
 
I don't know if you read my post but my dad had the same problem for about a year. Because the pto uses hydraulic pressure from the charge(I've also heard it called the implement pump)pump I think he burnt the pto clutch out. The charge pump is relatively easy to change. there is a procedure in the tech manual to check the pressure output from the pump. the pump is located on the front of the transaxle, where the input shaft is splined to connect to the driveshaft. it's only a couple inches thick, held on by three, maybe four bolts(I don't have it in front of me and it's been a couple of weeks since I changed it, twice. I have a good memory but it's short!) I don't know how much they cost because I was able to acquire one. An engineer from JDHW recomended packing it with vaseline but I used the nut on top of the pump to prime it once it was installed.
 
as far as the blade it's hard to say. the pto isn't in operation so it isn't using pressure. you're also probably running at half throttle or better which is where my dad's started to work ok. it is worth mentioning that when i removed the pump from my dads tractor there was visible wear. there were even a couple of chips out of the lobes
 
also, as far as the pto brake issue paul mentioned in my other post, that was not the transaxle that originally having the pressure issues. The possible brake issue was in another transaxle that my dad found and we took a chance on.

I have been searching for information about the charge pump or implement pump and haven't been able find anything. I still don't have a tech manual and haven't been able to find the part or part number.
