They are beginning to invade the vegetable garden in big numbers. What can I use that is safe for the veggies?

Just mix a bit of Sunlight dish soap in water and spray the caterpillars. It'll kill them all and a little bit of soap won't hurt the plants. When we got the caterpillar invasion, I was washing them off the side of the house by the millions and carting the dead bodies away by the wheelbarrow load.
The next year I got smart and made a two foot high fence out of 6 mil poly and smeared axle grease along the top of it.
