Most definitely an off road device of some sort.
Tires are a dead give away, I have them on a Tracker

Six or more beers were part of the design, my guess anyway.

I have gotten quite a ways on tires with less thread than that and a four wheel drive with monster mudders got stuck trying to follow me.

My grand father had one that looked a lot like that . It was built from mail order plans from what he could scrounge up.

Looks homemade, and pretty narrow. I got a soft spot for home brews. Can you show some drivetrain pics?

Strange for sure. Heck I bought a log splitter that was powered by an old Opel engine and trans with a Cat piston. Sold the engine and trans for more than I paid for the whole thing and dropped an 18 hp brigs on it. I messed up when i went direct drive, I should have geared it down a bit. The 18hp doesn't have the snot to push that piston.
