I don't think you can fix the hour meter, especially if it's all-electronic with an LCD display.
You can buy hour meters online. If mine needed replacing, I'd buy an hour-only (no tachometer) meter and mount it somewhere inside the engine compartment (not close to the engine), rather than mounting it in the dash. After all, how often to you need to check engine hours?

I have one I'll sell for $20 + $5 Priority Mail USA shipping; see the photo below. I bought it to measure the time our home HVAC compressor runs, but replaced it with a Linux single-board computer that monitors both compressor stages, the fan, and the energy-recovery ventilator (ERV), and serves Web pages so we can check hourly/daily HVAC usage in a browser.
The meter works on 6VDC through 40VDC. It has about 8 hours on it.
