WD Hand Clutch Question

On Dad's daily use WD the hand clutch no longer works, only the foot pedal does. What could be the issue? Is it a worn out lever or do you think there is an issue with the 'wet clutch'?

Never had a problem with hand clutch releasing. Something must be going on internally, Cotter key broke or linkage fell loose. Have to remove the battery box and take the cover off and check the linkage.
