I've got an 03 troybilt chipper (464) with a 6.5 horse Briggs.It isn't starting and I've been looking it over.
I think that the actual problem is that the fuel line is loose and lets in air.

But, in my typical fashion, I took apart the carb and am not sure which way the float goes on. One side is smooth and the other has a couple of indents. I think that the indents go towards the top, but I'd like to be sure. I've got an IPB, but it's far from clear. Seems to go together easier in what I think is the wrong way, but I suppose that's normal. Needle slides over a little plastic tab and just loves to slide off when I'm trying to put it together.
