timecutter ss4235 won't start

it clicks. motor wont crank. have replaced battery, starter and solenoid. at wit's end. it's where I can't get to it to load it up to take it to a shop. any thoughts much appreciated.

Will the starter engage and just not turn, starter turn over and not engage? If so, it sounds like it's hydro-locked, take the plugs out and see if fuel comes out............Mike
