I believe it's an indicator (one of many others) of whether the owner cared for the machine - i.e. attention to detail and upkeep.
It's taken on a life of it's own in the threads.
I'm sure the usual happens - i.e. they get stolen, or someone runs into something and damages it so it falls off. If you find a 20-40 year old machine with all the parts intact, down to the grill emblem then it's probably been taken care of - but that's certainly not the only thing to look for.
