I'm looking at a rer 28" hi vac .The owner didn't say the HP of the engine. It looks to be in great shape. I don't believe it's more than 7 or 8 years old.He wants $300 for it.
The owner said it will not turn over in the warm weather, but will start in cool weather.I think from the photo it's a B&S engine.
Does anyone have any thoughts on what could possibly be causing this?

Odd, one tends to hear more issues with the opposite of that being hard starts in cold weather. Maybe just a clean air filter and carb cleaning would take care of it. My guess would be too rich of mixture and flooding unless it happens after the engine gets hot. If it happens after the engine gets hot then fuel line vapor lock or an ignition electrical failure would be my guess. All this based on the assumption the engine will turn but not fire.
