Carlos got it right, I believe these are to keep debris and stuff like string, from getting wound around the shaft.

It doesn't look broken press on. Make sure you clean out the old grease it catches from the zerks

Here everything is clean and repainted before assembly

Also, make sure you put the washer back on with the top side up like a Chinaman's hat and make sure the deflector is ON the bushing sticking out of the spindle. The blade can be put on and tightened with the washer not seated on the bushing properly.
