I am not sure of the hp, but I am guessing in the 10 hp for my Tecumseh in my mid 1960's Sears Custom. The governor and throttle cable are not hooked up correctly. Everything runs great, just no upper rpm limiter. I have done a lot of homework here and on YouTube, but I am looking for a picture of your engine and how everything is connected (springs, cables, etc).

Thanks for the links. I should have mentioned I had looked at the manuals. The manual images are helpful. On my engine there is a throttle cable directly to the carb and that's it, everything else is missing. The images from the manual show everything, but my little brain needs to see an actual pic of the engine.

The throttle should be hooked to the governor arm's bottom or side and a wire link from the governor arm's top to the thottle or you will over-rev and blow the thing up!! :Stop: :Stop:

The correct hook up and setting procedure should be in the manual.. Hook it up right and set per the instructions and you'll be golden.

Another thing you can do is post up a picture of what you have there and better advice can be given.. :trink40:
