Is this just for grass or is it a farm application? If it is just for your lawn, you could plug aerate in the fall and then overseed. That would run a lot less than the implement Randy mentions.

For a renovation, I don't know of any real way to get around loosening up the soil. You could bring in top soil and mix with the seed or hydroseed. Fall will still be the best time.
