I bought a similar machine at an estate sale last summer. It needed a battery, had a slight oil leak from the headgasket, if I remember correctly, (didn't bother to fix it) and the frame had hairline cracks behind the front axle cutouts which are common if the two pieces weren't welded at the factory. There was a lot of play in the steering due to wear. I made some repairs and eliminated half of it.
I paid $300 and would do it again. The tractor has lots of power and cuts well. I would also pay $400 for a machine without the defects mine had. Check for frame cracks and play in the steering. If there are problems you can point them out and offer less.
