Looks like a stump saw. My brother, who also lives in Arkansas, has one. According to him, there were several manufacturers of them at one time. They were used in the 1930s-40s to cut the stumps off after the trees were cut down to clear the land for farming. His looks bigger than yours. It is powered by a 4 cylinder Wisconsin engine, with power separately to each wheel. It also has a cut down car differential to power the blade. When he bought his property down there, he used it clear over 400 stumps. :thThumbsU
