No power on 165

I bought a 165 (enclosed side cover style) about 3-4 years ago from a small engine shop. I got it because it is a foot operated hydro and had the tiller. They said it ran but need a new carb. It did sound ok but just didn't have any power and the throttle shaft was way slopped out. So I eventually found an affordable new carb on ebay but it still runs the same-no power. I just haven't had time to mess with it and my other tiller tractor (Sears 16-6) was still doing the job. I really need to get this thing running right. Any suggestions where to start?

Any luck getting more power yet? Sounds like you may have a weak/streached governor spring and the throttle is not responding as rpm drops.
