You mean they are rusted on? Or you do not know how they
are held in place?
well a comboof both i suppose i took the bolt out of the front hub there and it still wont come off
You can get the ipl's at
https://lookup3.toro.com/partdex/index.cfm?xCaller=Toro
The model number is 57300 but you need the 7-digit serial number to identify the year 1977-85 for the proper drawings. It is named an "8-32 Front Engine Rider" at Toro.

that didnt really show me any thing as far as taking the rim and tire off

There is no bolt to remove in order to get the front wheel off! If you were referring to the rears, which was your original question, and you removed the rear bolt and it won't come off, then it may be rusted on the shaft. If that's the case spray the hub and shaft with Liquid Wrench (inside the key slot is a good place to spray) and try again tomorrow after it's set out in the sun for a few hours. It may also require a little mechanical persuasion (hammer and block of wood from the inside) to get it off if it stuck on that bad.

Perhaps you can't "read" and exploded diagram or are looking at the wrong page? The two prints you should be looking at are the "Front Axle Assembly" and the "Transaxle and Clutch Assembly".

Front Tire Removal
  1. Remove the black Hub-Cap
  2. Remove Cotter Pin
  3. Remove Plain Washer
  4. Pull Front Tire Off
Rear Tire Removal
  1. Remove Black Hub Cap
  2. Remove Cap Screw (there may also be a washer)
  3. Pull Rear Tire off (and don't lose the Woodruff Key)
Fairly straight forward.

yes i was talking about the rear tire on this mower ... it must be rusted cause ive beat the crap outta it with a dead blow with no luck. i hit it with pb blaster today ... hopefully tomorrow itll be good.
Had that same problem one time, 7 solid days of soaking with lubricant, heating, pounding, and pulling with a puller. I finally had to torch mine off and buy new rear wheels.

thats a option ive been thinking about lol
You may want to try spraying it with some PB Blaster -- awesome stuff for breaking loose some rusty parts.

Good luck! :)
