I like LTG am still not clear. Do you mean the big brass nut where my (A) arrow is pointing? If so you may be missing a small brass washer. With that nut tight the disk should move freely but the arm with the throttle cable attached should be fixed (B arrow).

So I can't get the speed disc/ governor arm adjusted right....
When I tighten the nut down I can't move the throttle but when I loosen it up the it keeps loosing itself and will allow the engine to over rev. Feast or famine.

When you move the throttle does the wire pushes the disk to the right????
Can you post a picture of your setup?
Can you move the disk by hand and when you do that does the arm move and speed up?
