Tractor/Ant, there may be a couple things to check that can cause this. (if you've already tried them, belay the suggestions
)
If it's got a good flow to the filter, that would likely rule out a clogged fuel screen on the fuel on/off/reserve valve on the tank. Make sure the screen in the top of the filter (if it's still up there) isn't partially clogged.
1) make sure the fuel bowls gasket isn't covering the intake/output ports on the filter. (I made a cork gasket once that did this).
2) open the fuel line at the carb with the bowl installed and see if it flows. Sometimes air pressure can vapor lock a line. If it doesn't flow and #1 isn't the problem, make sure the line from the filter to the carb isn't blocked.
