Tractor will not move forward or reverse unless in 4wd.
If you take out of 4wd, put in gear, let off clutch - tractor will not move.
In 2wd, in gear, clutch out - tractor will move forward in you step on right side brake pedal; does not move if you press left side brake pedal.

I have been told its probably brake shaft or bad axel - is there any way to check short of pulling off rear axel housing.

where is the best source for buying a used axel for a Kubota M7950DT (4wd,80HP)

Can you get the front wheels to spin independantly of the rear, pop the clutch on soft ground. Just for verification.
Will it move in 2wd if the rear is locked?

yes, the front wheels will spin independantly of the rear, (when in 4wd)

IN 2wd - rear wheels do not move forward or reverse, when in gear/clutch out - does not move with diff lock pedal in or "up"

left wheel will move forward in 2wd when you press right side rear brake pedal.
right wheel does not move forward in 2wd when you press left side brake pedal.
