My IT manual say if the expansion plug in the block is not installed correctly it can reduce or cut off oil to the rockers. We also use a pre-oiler (pressure tank) to check oil supply before putting the oil pan and rocker cover on, this way we know we are getting oil before final install and startup.

Thanks! The link worked.

I have a manual. I marked the page and left the manual with the machine shop twice now. Apparently they didn't use it and this engine is very critical with this cam bearing installation. I guess out of the tractor it goes again and then to another machine shop.
