Leaking 3-way valve

I have a 1937 unstyled B. I can't seam to get the #-way valve to stop leaking. I've replaced it, put in new packings, tightened it to where I couldnt turn the valve. Still leaks! I'm running on empty trying to fix this :banghead3 Do I need to put a sealer on the threads of the packing nut? Any suggestions?
