With this weather (Michigan) I'm looking over my snow blower to make sure its ready for snow. I just mowed the lawn (leaves) las week with some snow on the ground. Crazy weather!

I'm looking at one of the idler pulleys on the belt tensioner carriage and notice something. There seems to be a little slop and on further examination I noticed that the outer race of the bearing is spinning in the pulley. This is a pulley that has retainer rings welded to both sides so I can't get in to take a look.

Is this a sign that its starting to fail or nothing to worry about?

I'd rather fix it now on the bench rather than in the middle of a snow storm while lying on my back in the garage.

Sounds like it has failed, and should be replaced (either the whole idler, or as least just the bearing).
