Kohler command 23 hp is surging. I figured out that the idler was moving up and down when I had it running middle throttle, and that is whats causing it. I screwed the idler screw in and it does not seem to do it as much now, but of course it idles faster. Any suggestions on what to do?

Possibly dirty fuel system. Did you do any other carb adjustments? Maybe the spring that is on the rod from the governor to the carb is weak?

The idle circuit is dirty. On earlier versions of that engine, you can remove the top of the carb. to access the idle jet. I'm not familiar with the latest versions. A picture of the carb. would help.
