I do believe that the top nut is the "eccentric nut" that adjusts the "neutral" position of the forward/reverse lever.

You loosen the lock nut, then adjust the bigger nut clockwise or counterclockwise to adjust the "creep" out and to obtain a neutral position.

Then tighten the lock nut when you have the desired position of the eccentric nut (easier said than done).
