The Pistons that lift the arms on my loader are only hooked up with one hose each. The piston that operates the bucket is a dual action piston and runs on two hoses. There seems to be an unused outlet on the hydraulic cover and the arm Pistons have a fitting at the top. I'm wondering if these were just not hooked up properly. The bucket comes down very slow and has no pressure (except from my wife). The hyd reservoir seems to be over full too. If I pull the dipstick fluid runs out. Will drain and replace nxt week...my vaca project.

That sounds like a Danco loader. I have one (in pieces) that I stripped for the bucket cylinder and valve set for another project.

The arm cylinders are one way cylinders, pressure to raise and gravity to lower. The fitting at the rod end is a vent for air to pass as the cylinder is extended and retracted.

Fill the reservoir with all of the cylinders fully retracted, leaving about 10% of the reservoir volume for expansion. That should take care of your overfull problem.

From your description, the plumbing is correct.

Another thought...I guess I could always replace the Pistons with dual action if I wanted down pressure? I think the hydraulic controls are set up for it?

No, you'll need a new valve set. The one that I have has one port on top for the single acting lift cylinders. The second port was never drilled and the spool is specific to single acting cylinders.

The piston seals are old and probably a bit worn allowing fluid to leak past and come out the vent.
