I have a car that I have seen a few times now near my property, I would like to run the plate number just to see who it is, any way of doing that online or whateve for NY State plate numbers ??

Try using Google. I think there are sites you can do that, but you have to pay a fee to use it. If its a big concern to you, just talk to your local law enforcement.

Im almost 100% certain that car tag databases are not available online, that would all be accessed through state and federal servers, such as DMV, Law enforcement, CIA/FBI/NSA, etc....

Call the cops and report it..let them handle it. I see cars near my property all the time and think nothing of it, so Im guessing the vehicle in question here is suspicious somehow?
