What's the problem? If the cable broke, depending on where it broke, you might be able to remove some of the outer case of the cable and pull on it with visegrips or pliers. If there's a problem with the latch itself being broken then you likely have to decide what to break, the hood or the grille. I know for my '04 GM Sierra, I can break the grille to unbolt the hood latch. You might want to ask this on a Ram-specific forum as well, there probably are people with experience of this problem for a recommendations for your truck...

After some careful cogitation and a few choice words I got it open, a shot of gorilla juice we are good to go. The safety latch was sticking and the actuator rod flexed when I pushed it up.
