Need some help adjusting the wide open throttle on my new to me Case 210.

So far I’ve done a whole tuneup (details in another thread). It’s running really well, lots of power. However I’m having issues setting the governor arm/spring. Almost seems like the spring isn’t strong enough to pull the throttle wide open no matter the position holes I set it in.

Could it be the wrong spring? I picked up a pack of assorted throttle springs and the spring it came with has more tension than all of them. Should I purchase an OEM spring and try that? I’d like to note when the engine isn’t running it pulls the throttle wide open. When running it pulls air hard enough to keep the throttle from going wide open.
