Randy, I have a 455 and I am kinda new at this, but maybe this will work. When I first tried my PTO with the blower on, I could not get it to work either.
Make sure the parking brake is not on.
Make sure your butt is in the seat.
Try turning the PTO on while your machine is throttled up, NOT at idle.

I dont know about the 475, but these things worked for me on the 455.

Sounds like a safety switch issue. Good Luck!

My X748 tech manual says:
Symptom: Mid-PTO Problems
Mid-PTO problem or complaint
1. Will PTO engage?
Yes: Go to next step.
No: Check engagement solenoid circuit. See Electrical section.
No: PTO switch not working.
No: PTO lube reduction valve orifice plugged.
No: Engagement valve installed incorrectly.
No: PTO pressure control valve faulty.
No: PTO clutch piston leaking, input shaft seal leaking or clutch disk worn.
No: Low charge pump output.
No: PTO shaft, gear or bearing failure
So if it is not a simple switch item, like mentioned earlier, it could get time consuming to track down.
