The governor sounds fine. The engine is running way too rich and only on 3 cylinders. Fix those problems and see what you have then.

I would check the plugs first, if you've got a dead cylinder, you'll see it in the difference between the plugs. If it's running rich, the plugs will have a black dry sooty appearance. I set my mixture by the manual with one turn out after rebuilding the carb. I ended up setting the running mixture by using the choke as a guide. If I could pull the choke out at all and the engine didn't change, I kept adjusting it till a small adjustment on the choke started a sputter. Not real scientific but it ended up running very well and not hot at all.I think I might ck the plugs first then do the carb then the points. Last I checked the plugs were pretty nasty so I cleaned them up really well. It's most likely because it is running to rich as you said.
