Gas Tank question

Ran out of gas for the second time. When I take the gas cap off, I have approximately an inch of gas left in the tank. It's like a Motorcycle with a reserve.

Is this normal for these tractors ?

I cleaned the screen on my 66 Suburban 10, now it works fine. I just screwed the Petcock out of the tank. The screen is attatched to it.
