fuel neck size

I need to replace the fuel cap gauge on three of my tractors. I see several sizes and lenghths listed. Are they measureing the inside of the opening or the outside of the threads? Guess I'm haveing one of those old age moments but the catologe is not clear as to how they came up with the dia measurement. The tractors are MF's--1450,1650,&1855. All have the same neck size.

most would measure the the outside thread area but to be sure i would call the catalog company and ask them how you should measure to see which will fit
