I have a late 1980s Ford1210 that I recently changed the hydraulic fluids and filters. Every thing was running smooth but since servicing, the FEL has started bucking and the the whole tractor pulsates. I tried bleeding at the canister filter but it never fills with fluid. I am thinking maybe a leaky seal?

Air is being sucked into the system, probably via the filter gasket.

Did you clean the gasket sealing surface and prelube the gasket?

Is it the correct filter? Hydraulic filters are often ahead of the pump and do not have check valves. Filters for cars and trucks where the pump fills the filter often do to prevent drain back from the oil galleries.

Thanks for the advice (and the welcome!)
Turns out it was sucking air thru the suction filter O-ring which was damaged.
Replaced with a fresh one and now running smooth as silk. I am amazed how simple it turned out to be.
