Ford 8N "frozen"

Tractor has sat unstarted/outside in Northern Michigan for past 18 months. Go to start, just get "clicks". Throw new solenoid & then new starter, still just clicks. Try towing forward & reverse and popping the clutch, tires won't turn. Any guesses and/or the next steps to identify? Thanks.

Removing the spark plugs and trying to move the fan would have been cheaper and easier than throwing a new starter and solenoid at it. Shoot a small amount of 50/50 diesel fuel and automatic transmission fluid in the spark plug holes and let it sit for a few days.
I’ve heard of folks dragging them to the top of a hill, parked with the rear end toward a nearby tree. Put it in 4th gear. Affix a logging chain to rear of tractor and the other end to the tree, with some slack in the chain. Put penetrating oil (or diesel mix as described above) into the cylinders, and wait. When the chain gets tight, it means the engine broke free. Or the clutch slipped.

With clutch pushed in and in gear, does it roll freely? How about with trans in neutral?
Pull the plugs and see if you can turn it by hand. It should be hard for water to get into the cylinders to hydro-lock it, unless someone has messed with the factory air cleaner or installed a top muffler. If you can't, squirt something into each cylinder, replace the plugs and let it soak for a week or two. Some people like kerosene atf mix, kroil, marvel mystery oil. Come back every so often and try to rock the engine back and forth by hand.
Not for nothing but did you also put a "good" (new) battery on it. Clicking could be bad battery and a completely different problem then not being able to from being able to roll. Aside from the possibility of the engine being locked up, it could be the clutch, not the engine is frozen. Like Ted asked

Love the hill technique, but not available. When I towed it, both forward & back it rolled fine with clutch pushed down and "froze" when I released. I did not try in neutral.

Then it's time to start doing some investigative work to see what's locked up. Could be a number of different things and you'll need to start troubleshooting instead of throwing parts at it or dragging it around.
