What kind of tractor and equipment do you have?
Is it possible to back blade or box blade the area level without fill? With the trees removed and the area lower than the rest of your property then fill will be needed...but I'm not too sure about using gravel for the base unless you will be replanting trees and/or shrubs that need drainage.
Do you have pictures of the area? That might help and several could make better suggestions
