My 16 HP V twin Vanguard engine wouldn't run unless the choke was on... I cleaned the carb's jets and passages with a thin wire and a sewing needle but it didn't help...

So I took the carb apart again and did some more poking around and found the emulsion tube was plugged. So I spent time getting it as clean as I could get it and now the engine runs fine.

The engine had a slight surge after it started. What I found is I didn't have the choke pushed in all the way, after I pushed it in the surging stopped.

The cause is a tight spot on the choke's linkage is hanging up. it needs an extra shove and to be given a shot of dry lube.

Here's a picture I found of an emulsion tube. Check the emulsion tube's channel opening too, mine was plugged there the worst.
