Ehydro 4520 JD loader operation

I've recently purchased 2011 4520 john deere with FEL and wanting to know if any body has had an issue with the loader not picking the front wheels off the ground ( only in A range of hydro transmission ) dealer service tech said that was'nt normal while another said that it was designed that way .It will only pick front wheels off ground in A range if you roll the bucket to blade edge
