this mower is in great condition and it doesnt need anything except a battery and possibly tank.

Try electrolysis on the tank then coat the inside with tank sealer and as far as 12 or 6 volt it is a 12volt system

The tank will probably fit in a five gallon bucket fill it 3/4 full with water get some powder laundry detergent and get a 12 volt battery and charger to maintain the battery here is the site http://users.eastlink.ca/~pspencer/nsaeta/electrolysis.html
I used this on a tank for my wheelhorse and it turned out really good here are the before

during

after

is there a simple why to do this? somebody said that if i put a tad of gas in it and plug the hole in it and swish it around and let the gas out it would remove the rust. is that a possibilty?

I don't think the gas will help any. You might want to get some "Sno-bowl" toilet cleaner and dump a bottle of it in there and keep shaking it up for a couple of days. The hydrochloric acid in the cleaner should eat the rust away. Just make sure that you ready to put some kind of lining inside the tank when you are done. You'll have to do this quick, otherwise, it will flash rust on you. Also, make sure you get the sno-bowl brand. I don't think the others use hydrochloric acid.
