Craftsman mower low rpms

Hello.
I blew a head gasket on my Craftsman model 917.272650 17hp horse riding mower and replaced it. I adjusted the valves to spec that I found. the specs I used are as follows:
intake at .005 (.004-0.10)
exhaust at .010 (009-.011)
started it up and it runs great. power seems ok, but if I throttle up past halfway it doesn't increase rpms. Seems like its restricted past half throttle. Seems like I should be able to increase speed/rpms some but cant. Would a valve clearance do this? is so, should I open it up more? Engine doesn't missfire.
