My motor rpm drops significantly when the pto is engaged and it never recovers back to full speed. Turn off the pto and the engine revs back up.

Is this normal?
Anyone else experiencing the same issue?

The engine speed should remain nearly the same, no matter what the load (within the engine's ability). Sounds like a governor issue - assuming there is nothing wrong with the deck, like bad bearings, belts, or crud under the deck. Check your deck first, then go from there. Even at the lower RPM's, does the engine run strong or weak?

I should have mentioned all the deck spindles and idlers are turning free. I had my daughter sit on the seat with the PTO engaged so I could manually manipulate the throttle and the single cylinder engine has plenty of power and will run full speed when I move the governor linkage. I thinking governor like Fcubman mentioned. Looks like a little quality time with the Kohler is in my near future. Thanks for the responses! This forum is one of a kind!
