Briggs 6.75 HP Not Priming

This is on a Troy built push mower.
engine number, 125K09-0266-E1,
I cant get the primer to push the fuel to the carb.
What I have done to far;
rebuilt and cleaned carb, Replaced float valve and seat, replaced primer bulb.
I know the holes arent clogged cause if I take the straw from a can of carb cleaner and blow into the hole where the primer pushes the fuel, the fuel comes out in the carb, like its suppose to.
I have even used 2 gaskets between the air filter housing and the carb, as suggested by local small engine repair shop.
With the primer housing/air filter housing off, I hold the gasket tightly onto the housing with fingers and pump primer bulb, I can feel and hear the pushing through the hole like its suppose to. But when I assemble everything back together, it wont push the fuel into carb.
After much pulling of the rope and shaking the mower to get fuel into the carb, eventually it will start. Once its started it runs like a new mower, its just getting it started thats the problem.
The only thing I know left to try is replacing the housing with the primer bulb?

Any thoughts before I do that?

loosen the bolts that hold the housing to the carb...tighten them slowly, equally...just snug...and try it.

Ive had a few where i had to bend the tab out of the way, and pump the bulb, while tightenign the screws down, until it finally would prime right.

If the screws are too tight, the plastic housing warps...
What tabs are you referring to, that you bend out of the way?

Well I did like you said and backed off the screws, and now its getting the fuel.
BUT, now it wont start, it backfired once, I think through exhaust but not positive.
I wonder if it needs a valve job?
NEver seen one need a valve job.

make sure the plug is good, and the kill switch (handle) is pulling all the way. Give it 3-5 good primes, and give her a tug.
yup thats what I've been doing.
The primer should have no effect on how it runs, assuming the primer is the proper style for that carb *vented through bulb or through carb)...I often test run them with the primer and housing removed entirely....

Make sure the plastic intake tube isnt cracked, its the one the O-ring slides onto behind the carb....
Well just wanted to let you know, I removed and cleaned the intake tube, seen nothing wrong with it. But while in the process of doing that I noticed the head bolts were loose. I tightened them up and put everything back together. *** thing started right up on first pull!
Thanks for all the help!
