I've looked in the I&T 9-N shop manual and I'm not sure what hole you are talking about.
Here is the link to the PDF file 9-N I&T manual from the MTF Reference Library. May want to down load it and see if you can find the hole in the steering section with exploded views of the steering column.
If it's in the same located as the pull ign switch on the side of the steering column of my '41 (not the chome pull switch for the lights on the dash) Then it's the Ign switch hole.
Feb 26, 1941 it was moved to the side of the steering column.
