I have a chipper that has a 8 hp hm80 engine I was told that a 10hp engine would be the same. I need to know if the mounting and the height where the chipper blades mount would be the same. Any help would be appreciated.

I'm pretty sure that an HM80 and a HM100 are the same block,so it should bolt up OK...
You might be able to get a better idea of the mounting patterns and crank height by going to the Northern Tool website or the Surplus Center,they have "technical info" on their sites that list the dimensions...
