The Simplicity parking brake arrangement sure looks simple, but I can't adjust it so it will hold on even the slightest hill. Brake pedal will hold it, but as soon as I set the park lever and release the pedal, it will roll.

I've never replaced the friction pad before, I suppose this is where I should start? The PO said he NEVER used the brake; he had a flat yard.

Anything I'm missing?

Yes, it is amazingly simple. The parking break has to be all the way on or all the way off. When I put mine on I rotate as farm as I can by hand then bump it ever so lightly with my heel.

I'm guessing that if the brake will hold using the pedal, then the friction pad must be OK?
On my 7117, as ARGEE says, I have to stand on the lever to make it hold - as a backup I carry a piece of firewood :)
