455 not charging batt (correction)

I have a 455 22hp diesel mower that will not charge the battery. I have replaced the regulator because I tested the alternator with my voltmeter pre-regulator (pierced one of the leads coming off the alternator that corresponded to the brown/yellow lead where it clips in, and it tested at 33v *DC)
Is that the correct method? Testing across the battery can give a false read, if you charge the battery. The guy at the John Deere dealer said you can be anywhere from 11.8-13.2v across the battery for acceptable charging, but over 14 is too much. I really don't want to spend $200 on the alternator if it isn't the problem, and it doesn't seem to be the problem. Any help?
