Most choke cables are either direct meaning cable right to the butterfly valve or with linkage and springs.If direct its just a matter of loosing the screw to slide the end of the cable to close the butterfly valve when the lever is in the choke position.If you have linkage and springs with the cable check the springs to see if there still connected before doing any other adjustment.

Here you go, as TJR345 said, but from the manual:

Throttle Cable check and Adjustment
Remove hood & heat shield
Move throttle control lever from LOW idle to FAST idle position
Check that throttle lever is contacting high speed adjustment stop screw
Move throttle control to slow position
Make sure throttle lever returns to slow position

Results: If throttle lever contacts high speed stop screw and goes to end of slow position, cable is OK. If not, perform adjustment prodecure:

Adjustment:
Move throttle control lever to FAST idle position. If throttle lever does not contact throttle lever stop, loosen throttle cable clamp and adjust cable position until throttle lever is contacting high speed adjustment stop.

Move throttle control lever through full range to be sure linkage is not binding.

:banghead3at a loss, adjusted everything, as I run through all the motions with the throttle and choke levers, it appears they work fine, I adjusted the top lever choke that was contacting the throttle, lost the o-ring that goes in the intake stack and tore the front of the tractor apart looking for it with no results, I'm a mess. Runs better as you go down the throttle range, but still cuts out when you get a 1/4-1/3 down, won't hold a low idle and when it gets close, it appears to choke itself. And it won't start back up after it's been running. do I have a carb problem, or am I missing something else??:banghead3

How old is the fuel filter,is there any black stuff in there.

I guess the next thing I would look at is the carb internally then the fuel pump.
